Windows Vista Network and Sharing.
Use the Network and Sharing Center to easily setup a network or manage your network connections or network interface settings(tcp-ip).
Typical networking tasks include:
- View networked computers and devices.
- Connect to a network.
- Manage wireless networks.
- Setup a network.
- Manage network connections.
- Diagnose and repair network connections.
Manage Network Connections

Through the Managing Network Connections task you can change your computers ip address, DNS server address and Wins Address just as you would with Windows XP.
To change your IP Address on Windows Vista.
Open Windows Vista Control Panel.
Double Click Network and Sharing Center.
On the left hand menu, under tasks, click "Manage Network Connections".
Double click the network connection that you want to configure.
Click continue when the UAC needs confirmation.
Select Internet Protocol Version 4(TCP/IP).

Select Properties.
Select "Use the following IP address".
Fill in the IP address, Subnet mask, Default gateway and DNS server address.
